Nach Mitteilung der Niederländischen Regierung hat Panama am 30. Oktober 1990 seine Beitrittsurkunde zum übereinkommen zur Befreiung ausländischer öffentlicher Urkunden von der Beglaubigung ( BGBl. Nr. 27/1968 , letzte Kundmachung des Geltungsbereiches BGBl. Nr. 204/1990 ) hinterlegt. Das Übereinkommen ist gemäß seinem Art. 12 Abs. 3 für Panama mit 4. August 1991 in Kraft getreten. Panama hat nachstehende Behörden notifiziert, die zur Ausstellung der Apostille gemäß Art. 3 Abs. 1 des Übereinkommens zuständig sind: 1. Hinsichtlich der Urkunden, für die Gerichtsbehörden oder -beamte ermächtigt sind, der "Secretario de la Corte Suprema de Jusiticia" oder dessen gesetzlicher Vertreter. 2. Hinsichtlich der Urkunden eines Notars und der Privaturkunden, deren Unterschriften von einem Notar beglaubigt wurden, die Beamten der "Direction de Servicios Administrativos del Ministerio de Gobierno y Justicia". 3. Hinsichtlich der übrigen, von irgendeiner Institution der Zentralregierung, autonomen oder halbautonomen Institution, Gemeinden, Polizeibehörden oder der Staatsanwaltschaft ausgestellten Urkunden die Beamten des ,Departamento Consular y Legalizaciones del Ministerio de Relaciones Exteriores`. 4. Hinsichtlich der übrigen öffentlichen Urkunden kann jede der drei oben angeführten Verfahren ohne Unterschied angewendet werden. Die Niederländische Regierung hat ferner nachstehende Übersicht der derzeit gemäß Art. 3 Abs. 1 für die Ausstellung der Apostille zuständigen Behörden sämtlicher Vertragsstaaten des Übereinkommens bekanntgegeben: Antigua und Barbuda a) the Governor-General, Antigua and Barbuda b) the Registrar of the High Court of Antigua and Barbuda, St. Johns, Antigua.
