L. 96–420, § 12, Oct. 10, 1980, 94 Stat. 1796, which provided that this subchapter would constitute a general discharge and release of all obligations of the State of Maine arising from any treaty or agreement with any Indian tribe, except as expressly provided herein, was omitted from the Code as being of special and not general application.
