L. 92–467, § 3, Oct. 6, 1972, 86 Stat. 781, which prohibited the Secretary from approving plans for the use of money specified in former section 1300b–1 of this title until at least thirty days after the plans have been submitted by the Secretary to Congressional committees, was omitted from the Code as being of special and not general application.
