L. 92–312, § 3, June 14, 1972, 86 Stat. 216, which authorized encumbrance by mortgage or deed of trust of lands sold pursuant to section 668 of this title and directed that the United States be a party to any foreclosure or sale proceedings, was omitted from the Code as being of special and not general application.
