L. 95–433, § 2, Oct. 10, 1978, 92 Stat. 1047, which exempted funds distributed under former section 609c of this title from Federal and State income taxes and set forth provisions relating to eligibility for Federal assistance without regard to payments, was omitted from the Code as being of special and not general application.
